[R] tcltk package under Windows

And the binaries will work with only one version, and as this is a patch
release we would not change the required version: upgrading to a patch
release should not require users to re-install a new version of Tcl/Tk.

This *is* explicitly stated in the rw-FAQ!

(Also, 8.4.1 came out during the freeze period for R 1.6.1, and 8.4.0
was not stable enough.)

If you build the R-devel version of R (moving towards 1.7.0) you can
configure it to use 8.3.x or 8.4.1, and the latter works.  We will decide
nearer the time whether the binary for 1.7.0 uses 8.3.x or 8.4.x.
