[R] update.packages()

Read the documentation, of course.  Try ?download.file for a start.

Can you access cran.r-project.org in a web browser?   I don't know
where .sa is, but I think you should be using a mirror site.

Do you need to set a proxy, for example?  Does it work if you start with
--internet2?
