[BioC] Changes in GC-RMA 1.1.4 compared to 1.1.3

Seth:  There are already several svn2cl scripts (per google).  I'm currently
still on cvs, so I've been making good use of cvs2cl.pl to auto generate
Changelogs, from which NEWS is easy to construct.
