Your message is really hard to follow, since you posted in HTML. You need
the OpenGL development packages. On Ubuntu, that probably means MesaGL,
but I don't know the names of the development packages.
Fortunately there is no need to memorize them:
apt-get build-dep r-cran-rgl
should be all you need.
