[R] "R CMD Rd2txt" generate "_^H" for in all section titles

Yes, you're right.  R CMD Rd2txt is effectively an abbreviation of a
call to Rd2txt() that doesn't set the options.  I didn't pay attention
to the fact that Zheng was using "R CMD Rd2txt".
