[R] Second axis on bottom of graph

[Hurr]

Thank you David for title()
In the axis command I need line=3.5, 
but it only works with whole numbers.
Better yet, it would be better to move 
the horLabels upward almost to the axis.
I can't figure out how to do that either.
Please show me.
