[R] Seeking well-commented versions of mgcv source code

Read the Posting Guide, which points out that this list is for plain text emails so you should set your email program appropriately.

Read the Writing R Extensions document, which tells you how packages are constructed, and from which it will become clear that you want the tar.gz package file for whatever package you are interested in.
