[R] R CMD INSTALL fails where R CMD check succeeds.

Your subject line cannot be really true: R CMD check calls R CMD
INSTALL. So this has to be about how you ran R CMD INSTALL.
Guess: did you set TMPDIR to somewhere you are allowed to execute
scripts? See the R-admin manual ....
