Not sure if it is the only way but

# first put only labels
axis(1,at=c(1,2),adj=1, tick=F, line=2,labels=c("Salix 
Scrub","Tall 
Forb"))

# add axis without labels
axis(1,at=c(1,2),adj=1, tick=T,labels=c(NA, NA))
