The package is geneplotter.

a) read the vignette

  browseVignettes('GenePlotter')

b) ask on the Bioconductor mailing list

  http://bioconductor.org/docs/mailList.html

c) see additional packages, esp. GenomeGraphs at

  http://bioconductor.org/packages/release/Software.html
