Gnumeric comes with the ssconvert utility, but that does not appear to support .QPW files:

I don't see any indication that Excel or OO.org's Calc support the .QPW format either.
It would appear that you can download a trial of Corel's WordPerfect Office suite, within which Quattro is bundled. You should be able to open the files in that application and then save them to .XLS formats:
