[R] Unable to make bitmapdll files on windows 7 64 bit machine

Thanks for all of the replies.  For me at least, it turns out I had to manually set permissions in the bitmap folder, 
and the three folders (jpeg-8a, libpng, and libtiff).  Works fine now.
