Hi Sam,
Perhaps I should submit a FAQ on this one. Try:

bar.err (agricolae)
plotCI (gplots)
xYplot (Hmisc)
error.bars (psych)
dispersion (plotrix)
plotCI (plotrix)

and there are probably others.
