Read ?summary.  The "digits" parameter is handled differently in your 
two cases:

 > format(c(49.85, 70632), digits=4)
[1] "   49.85" "70632.00"

 > signif(c(49.85, 70632), digits=4)
[1]    49.85 70630.00
