I'm not sure I understand what you want, but perhaps:

> plot(x, y, ann=F, xaxt="n")
> axis(1, lab=F) -> positions
> mtext(paste(positions), side = 1, line = 1, outer = F, at = test,  
> cex=1:length(positions))
