[R] Help installing Rstem package

You are using WIndows (unstated).  There is a binary available, and using

1) Packages | Select repositories  & select Omegahat
2) Packages | Install packages     & select Rstem

works for me.

Please read the 'R Installation and Administration' manual and install the 
tools that it suggests.
