[R] setting the environment variable R_LIBS

See '?Startup', you want ~/.Renviron

~> cat ~/.Renviron
R_LIBS="~/R/site-library:/usr/lib/R/site-library"

This really is all documented.... Googling for 'Setting R_LIBS' gets several
hundreds hit, maybe you could try that ...
