It did work. That's how print represents strings.
Try:
> cat("hello \"hello\" hello")
hello "hello" hello>
> strsplit("hello \"hello\" hello", "")[[1]]
[1] "h" "e" "l" "l" "o" " " "\"" "h" "e" "l" "l" "o" "\"" "
" "h"
[16] "e" "l" "l" "o"
