[R] Package vignette and build

Yes, you need the package installed first.  

Something like:

R CMD build --no-vignettes DLM
R CMD install DLM.....
R CMD build DLM
R CMD install DLM.....

At least you had to do this with 1.9.1, can't recall looking again since then.
