Hence, if you really want the default window opened 
{by par() or plot() or ...} to become smaller, 
you could do something like

  myWin <- function() win.graph(width = 4, height = 4)
  options(device = "myWin")

and even put this into an approriate  Rprofile file, see ?Startup.
