[R] About building R1.6.1 on Cygwin

You need to treat it more like a Unix build than a Microsoft build
under Cygwin.  I made some progress last summer on it, basically
flagging it to be more like Linux, but it still didn't get all the way
(there are a few header files to patch, and then a show stopper bug to
figure out; this is about as much guidance as I can provide at this
point, but I recall guessing that it would take about a week to figure
out, time I didn't have).
