Yes. It's a consequence of using autoconf 2.5x to generate config.h.
In the wider open source world the OS is mingw32, not Windows (and it
matters as there are other Windows-hosted subsystems, notably Cygwin, and
other OSes that mingw32 can use, e.g. ReactOS).

Use .Platform$OS.type, which is intended to check for broad classes of
OSes.
