Goto 

http://cran.r-project.org/bin/windows/base/

and download SetupR.exe which will install everything for you.
(If you have a Windows system. Otherwise you probably need to get
someone to help you.)

If you have Acrobat Reader installed, then a set of manuals/tutorials
is available via the Help menu.
