For something a little more modern, perhaps CycDesign may prove
useful, see http://www.ffp.csiro.au/tigr/software/cycdesign/cycdes.htm
I don't have a copy yet so I can't really say how useful it may
prove. And of course, as is correctly pointed out, I presume you can't
necessarily find a design for all possible combinations of constraints
