[R] libraries in $HOME/lib

I think you want to use option "-I" not "-L" with CPPFLAGS here:
> setenv CPPFLAGS -I$HOME/include ;
additionally you need to tell the linker where to find the libs:
> setenv LDFLAGS -L$HOME/lib -R$HOME/lib ; (at least I did...)
