Starting R from the command line ("DOS window") using the mentioned
command line flag means for example:
c:\> c:\program files\rw1022\bin\rgui.exe --max-mem-size=256M
You might want to create a shortcut, so you don't have to type it in
every time.

BTW: If you don't have installed more than 256M of RAM, it makes not
much sense to increase the max-mem-size, because your machine will begin
swapping ...
