[R] TCL/Tk weirdness with R-1.2.x under Win98

Mnnnohhh... Haven't heard about *that* effect before. There are things
we know we aren't doing right in the Tcl interface on Windows, but I
can't see it explain this. I don't think any of the stuff changed from
1.1.1 to 1.2.0 has any bearing on this.

I assume the wish shell is not doing the same thing?
