[R] building packages in Windows under R 1.2.1

Right, a network connection. 
But the same happens if R is installed on drive c: 
(I already described that on R-help).

C:\>perl --version

This is perl, v5.6.0 built for MSWin32-x86-multi-thread
(with 1 registered patch, see perl -V for more detail)
