This works here both on Solaris 2.7 and WinNT 4.0 (R-1.2.1):
par(las=1)
plot(1:10)
mtext("top", side=3) # the text is
mtext("right", side=4) # horizontal
par(las=2)
plot(1:10)
mtext("top", side=3) # the text is
mtext("right", side=4) # perpendicular to the axis
