[R] configure for R-0.65

Ok, it works now.  The hint was in the config.log file.  I had
specified LIBS=/usr/local/lib instead of LIBS=-L/usr/local/lib in my
config.site file.  Thanks to Peter Dalgaard for the instantaneous
help!
