It is in the FAQ (but perhaps not that easy to find), in section 2.7.

"  Last, but not least, Ross' and Robert's experience in designing and
implementing R is described in:

       author =    {Ross Ihaka and Robert Gentleman},
       title =     {R: A Language for Data Analysis and Graphics},
       journal =   {Journal of Computational and Graphical Statistics},
       year =      1996,
       volume =    5,
       number =    3,
       pages =     {299--314}

This is also the reference for R to use in publications."
