[R] what is rw0641sp.zip ?

Hi, everyone, I was downloading the rm0641b.zip etc.
(thanks to Guido Masarotto and Brian Ripley) 
I noticed rw0641sp.zip there, which do not seem mentioned
in the News file. 

My guess is that it is not a binary file?
Is is a source patch file(?) for compiling on Wintel PC?
