[R] packages under windows installation guide?

First of all, get the binary version from CRAN, in 

.../bin/windows/windows-NT/contrib/

Then simply unzip it into the ...rw063?/library/ directory along with
base and modreg, etc. Be sure to use an unzipper that preserves
directory structure, of course.
