R-help is primarily intended for helping people use R, whereas R-devel
is for people actively engaged in developing it. I wouldn't expect
everyone on r-help to be interested in seeing every little quirk that
gets registered on r-bugs.
Of course, it can be warranted to announce bugs on r-help (or even
r-announce if they are bad enough), but I don't think it's the general
case.
And - not to put too fine a point on it - I think that one needs to
distinguish between actual bug reports, overall design discussions,
and lack of knowledge about how things really work, rather than just
send everything to r-bugs with a Cc: to r-help.
