[R] R won't run under Win3.1 with win32s

There's a reason why even the commercial guys (including Microsoft)
are dropping support for win32s...
It may be win32s version dependent (Guido's 0.61.3 port depended on
the *build number* as well! As far as I remember you need 1.30.172 for
that one and 1.30.166 won't work...)
