[R] installing R packages in Windows?

Under Windows 95, everything works OK!!.
With Windows 98, I got problems with dynamic loading.
For example:
> library(nnet)
Error: dynamic library `nnet' not found
> detach(package:nnet)
> detach(package:nnet)
Error: invalid name
>
... I got the same problem with: nnet, spatial, tree, KernSmooth,
acepack, akima, logspline, pspline, rpart, survival4.
I did not have this error with: MASS, boot, bootstrap,cluster, ctest,
integrate, splines, Modreg. However, when I try to use a date set from
MASS I got the following:
> library(MASS)
> data(cat)
Warning: Data set `cat' not found
>
The same error has happened with data sets from boot:
> library(boot)
> data(neuro)
Warning: Data set `neuro' not found
