Sorry, those instructions are for Unix only (and the current version says so: 
earlier versions did say that the information for Windows was provisional).
For Guido's R-0.63.0 announced today you need the right compilers
and help pages from Unix (until I have got my setup to do this working
portably).  For Rjune I do not have the right tools.
Which package were you interested in?  I intend to have pre-compiled
versions for Guido's R-0.63.0 and R-0.62.4 available very soon (and
he may be doing some too).  This will be as simple as
cd to library
unzip
add a line to LibIndex
