R-beta: CEX problem in Win 3.1 version 0.61.3 Beta

I haven't tried this in the Win 95 version yet, but this parameter seems
to have no effect, whether passed as part of a plot() call or changed
globally.  Does this problem have a history?  I checked in the archives
back to last year, but I found nothing relating to this particular issue.
