R-beta: Stuff

I seem to have a semi-functioning version for Windows95. I have a few more
tests (and hopefully I'll uncover a couple more bugs) before I put it out.
It does seem to draw something under 3.1 now (I'm going to check NT this aft).


On a not unrelated issue:
  somehow ... got dropped from that argument list to print.tabular;
  any objections to putting it back?? I have no idea what putting it
  back will break but it needs to be there so that args can be passed
  down to print.default.
